Projects in the Area Receive Funding, Reichard Says

October 26, 2026

WAYNESBORO – Several projects in the 90th Legislative District received state funding, and a water authority was approved for a low-interest state loan, Rep. Chad Reichard (R-Franklin) announced.

Four projects receiving funding through the Neighborhood Assistance Program (NAP), a tax credit program to encourage businesses to invest in projects, will have direct benefits to district residents.

“Earlier this year, I hosted a workshop for area business owners to learn how to contribute to the program,” Reichard said. “I am glad to see the money coming back to the district to benefit residents and our communities.”

Habitat for Humanity of Franklin County received a $22,500 grant that will be used to build the organization’s 67th home, which will be in Waynesboro, to be owned by a local family. The Waynesboro Volunteer Fire Department received a $1,800 grant to provide protective gear and training to its growing Junior Firefighter Program supporting workforce development initiatives in the rural community.

Two additional projects to receive grants will benefit district residents and those across the county. South Central Community Action Programs received $14,625 for its Gleaning Project, which rescues and redistributes fresh produce to reduce hunger, improve health and increase food access in rural Adams and Franklin counties. The United Way of Franklin County received $13,000 to expand job training, financial education and support services, and English as a second language support.

In addition to the grants, Bear Valley, Franklin Conty, Pennsylvania, Joint Authority was approved for a $22.25 million low-interest loan through Pennsylvania Infrastructure Investment Authority (PENNVEST). It will fund a drinking water project that includes the construction of a membrane filtration skid, a neutralization system, a finished water pump, and the replacement of two new pumps and approximately 43,000 feet of water main distribution piping.

PENNVEST is an independent state agency that provides financial assistance for sewer, storm water and drinking water projects in communities across the Commonwealth.
