Reichard Joins in Support of Bill to Modernize Small Games

October 21, 2026

HARRISBURG – With approval in the Legislature, a bill to modernize Pennsylvania’s small games of chance law is one step away from becoming law. Rep. Chad Reichard (R-Franklin) announced his support of the bill to assist local veterans, social clubs and fire companies.

House Republicans led an effort to amend Senate Bill 398 to increase the weekly prize limit from $35,000 to $60,000 and increase the amount of proceeds clubs can keep for operational expenses.

“This is a once-in-a-generation change to our small games of chance laws,” Reichard said. “These changes will help ensure local clubs and organizations that give back to our communities will be able to keep their doors open.”

The updated legislation would allow clubs to keep 50% of proceeds, up from 40%, for general operating expenses. At least 50% of the remaining proceeds must be earmarked for public interest purposes, such as supporting local sports teams or other community charities.

The bill also would allow fire companies with a small games of chance license to hold online raffles in 2027 with debit or credit card payments accepted. Raffle ticket buyers must be at least 18 years of age and in Pennsylvania at the time the tickets are purchased.

“This legislation provides immediate additional revenue and greater flexibility to clubs and organizations that serve our communities. By allowing these organizations to retain more of the proceeds from small games of chance, we are helping them manage rising operating costs and continue supporting the local causes, charities and community programs that depend on them,” Reichard said. “While this is a major win for clubs, we still need to address the skill games issue. There is certainly still more work to do.”

Senate Bill 398 is on the governor’s desk for his signature. The price limit and alterations to the distribution of the proceeds would take effect 60 days after it is signed into law.
