Reichard: $1.1 Million in Grants Coming to District

HARRISBURG – Rep. Chad Reichard (R-Franklin) announced that the 90th Legislative District received state funding totaling more than $1.1 million through the Local Share Account (LSA) program and the Greenways, Trails and Recreation Program.

“These grants are crucial to improving the quality of life across the district with funds being used for an assortment of projects and municipal purchases,” Reichard said. “I am excited to see the funding put to good use.”

Reichard noted that a $250,000 LSA grant will be used to develop a community plaza on a vacant lot at the southwest corner of the intersection of South Washington and East Baltimore streets in Greencastle. The tract has been vacant since 2006 when a fire destroyed the structure and is in a prominent location in downtown Greencastle. The project includes the construction of a covered stage, mechanical room and restroom; the installation of benches, creative hardscapes, landscaping, security cameras and fencing; and the restoration of a brick wall that will feature murals by local artists.

“The new plaza will provide a valuable community greenspace in Greencastle’s downtown core while also creating a venue for residents to enjoy what the area has to offer,” Reichard said. “This revitalization project also helps entice more visitors to our area, spurring on our local economy.”

Additional LSA grant funding includes: 

Antrim Township: $50,000 to make improvements to Enoch Brown Memorial Park. The project includes repaving walkways for easier accessibility; the removal of the existing playground; and the installation of a tot lot, playground and sensory garden; and  upgrades to the main memorial, including benches, trash receptacles and interpretive signs, as well as adding additional parking.
Greencastle: $149,216 to purchase three new 2025 Dodge Durangos for its police department that will be outfitted with required equipment, including sirens, emergency lights, computers, radio systems, decals and graphics.
Mont Alto: $333,405 to purchase a hydro excavator truck to provide better damage and safety control when compared to traditional excavation methods.
Quincy Township: $117,397 to purchase a new highway maintenance vehicle with snowplow package to help maintain roads throughout the year.
Waynesboro: $48,186 to purchase approximately 21 tasers to maintain safety in its community. 
Franklin County, on behalf of Antietam Humane Society: $49,164 to purchase a new 2024 Transit-250 cargo van for Antietam Humane Society to transport animals safely.  

All of the projects were approved by the Commonwealth Financing Authority, an independent agency of the Department of Community and Economic Development. The above grants were funded through the LSA, supported by revenue collected as part of Pennsylvania’s Gaming Act, not by taxpayer dollars.

In addition to the LSA grants, $150,000 in Greenways, Trails and Recreation Program was also approved. Waynesboro received $75,000 for improvements to Northside Park, and Quincy Township received $75,000 for improvements to Heritage Park. 

“This funding truly covers so many aspects to improve our community – from improved recreational options to revitalization and to increased public safety,” Reichard said. “I am grateful to have had a part in bringing the funds to the district where they will be put to good use.”
